The chance that a freshly spawned container, or a killed NPC, rolls at least one Basic Blueprint Fragment. Container chances are before inventory limits: a full crate can discard rolled items, while bonus scrap drops beside it.

What to know

Workbench crafting uses fragments, not Scrap
Workbench recipes no longer consume Scrap. Level 2 requires 5 Basic Blueprint Fragments; level 3 requires 5 Advanced Blueprint Fragments, alongside the other listed materials. Scrap is still used for research.
