Chance of at least one.
How loot chance works
The chance that a freshly spawned container, or a killed NPC, rolls at least one Heavy Fuse. Container chances are before inventory limits: a full crate can discard rolled items, while bonus scrap drops beside it.

How returns work
Component fractions are random rolls; Scrap fractions carry over between cycles. Worn items return less.

What to know
Inserted fuses all wear down
Watch out: All inserted Heavy Fuses deteriorate. The three in the worst condition decay at the full rate; the others decay more slowly. A full rack is not a queue of untouched spare fuses.
