Chance of at least one.
How loot chance works
The chance that a freshly spawned container, or a killed NPC, rolls at least one Potato. Container chances are before inventory limits: a full crate can discard rolled items, while bonus scrap drops beside it.

One target at full health and contact range, vanilla settings, fresh melee tools. This target has no soft side.
How counts and times are worked out
The splash filter describes sharing damage across walls, not collateral damage to players or nearby deployables. C4 and satchels do not share construction damage even when loose. Counts are for one target; visibility and distance determine possible splash.
Times are exact for melee and for anything fired: swings times swing delay, or shots times fire rate plus the reloads that forces. For a charge you place by hand it is one second per charge plus the fuse, and that one second is the only estimate here. Melee tool counts assume fresh tools, because repairing lowers a tool's maximum condition each time and that rate is not in the files we read. Vanilla server settings, contact range, no distance falloff.
